A notice of violation gives you a deadline to fix the issue. Miss it and the city can issue citations (each day can be a separate offense), abate the problem itself and bill you, and file a lien against the property for the cost. In Dallas, a house with serious structural, plumbing, or electrical deficiencies can be referred to the Urban Rehabilitation Standards Board, which can order repair within a set time or demolition.
Liens for abatement and unpaid fines attach to the property, not just to you. They have to be paid before title can transfer — which is exactly what happens at closing when you sell.
If the violations are cosmetic and you have the cash and the time, fixing them is cheap. If they're structural — foundation, roof, electrical, plumbing — you're looking at permits, licensed contractors, and inspections, often $20,000 or more, on a schedule the city sets. Many owners decide the house isn't worth that fight and would rather hand it to someone who does this for a living.
We'll pull the open cases, price the repairs into our offer, and close through a title company that pays the city what's owed. We've bought houses the week before a board hearing. Once we own it, the city deals with us.
DeSoto is mostly 1970s through 2000s houses on generous lots — bigger homes than the rest of the southern county, with the foundation and roof issues that come with North Texas clay soil at 30 to 50 years old.
